    Attention:

Mr. Emmanuel MACRON, President of the Republic

    Elysée Palace

    55, rue du Faubourg-Saint-Honoré - 75008 Paris

SUBJECT: VISIT BY MR TO LAM TO FRANCE

    Mr. President of the Republic,

On the occasion of Mr. To Lam's visit to France, from September 9 to 11, 2026, we would like to invite you to

to make a simple and solemn appeal: dialogue and cooperation with Vietnam must never be at the expense of freedoms, democracy, human rights and the rule of law.

We are French citizens of Vietnamese origin and Vietnamese in France, from different backgrounds, but united by a common history. A large number of us were forced into exile at the end of the Vietnam War in April 1975, including "Boat People". These women, men and children who fled Vietnam at the risk of their lives and found in France a land of welcome, freedom and protection.

For more than forty years, some of our signatory associations have put down roots in France. They have preserved our memory, passed on our culture and peacefully defended their convictions. We know

So, through our own history, what it means to live free.

A PARTNER, BUT ALSO A LEADER TO BE CALLED UPON

Mr. To Lam now holds the positions of President of the Republic and Secretary General of the Communist Party of Vietnam. He headed the Ministry of Public Security from 2016 to 2024.

This trajectory, closely linked to the Vietnamese security apparatus, cannot be ignored when it comes to public freedoms and fundamental rights.

Human Rights Watch estimates that by 2025 Vietnam held more than 160 political prisoners, dozens

more had been arrested for criticizing the government, and at least 32 people had been convicted under article 331 of the Penal Code.

France therefore welcomes a strategic partner, but also the leader of a political system whose practices in terms of freedoms must be able to be questioned.

INTERNATIONAL OPENNESS MUST NOT MASK REPRESSION

Vietnam now wants to appear as a modern, stable and open state, especially in the fields of innovation, technology, space and strategic cooperation.

We do not dispute the interest of this cooperation or the importance of dialogue between our two countries. But economic, scientific and diplomatic openness must not become a screen behind which fundamental freedoms are relegated to the background.

As Paris hosts the International Space Summit on September 9 and 10, France must

also to recall that her openness to the world is based on values that she cannot abandon according to her interlocutors.

Why should this requirement be different when it comes to Vietnam? Human rights cannot be a variable in the adjustment of our international relations.

Our peaceful mobilization on several occasions in Parc Montreau, in Montreuil, to ask the mayor to remove the bust of Ho Chi Minh, is a concrete example of this. In France, we have been able to

To gather, to publicly express our disagreement, to distribute leaflets, to collect signatures and to call on a democratically elected authority.

We are not asking for more rights from the Vietnamese. We are asking that they be able to enjoy the same fundamental freedoms as those we enjoy in France.

Our concern also extends beyond Vietnam's borders. Surveillance, intimidation, threats, pressure on families or attempts to silence opponents living abroad are

incompatible with the principles of the rule of law.

The DGSI recognises transnational repression as a form of foreign interference. In June 2026, the European Parliament called on the European Union to adopt a "zero tolerance" response to this

phenomenon. France must ensure that its territory can never become a space for surveillance or political intimidation for the benefit of a foreign state.

    Mr. President

We are not asking you to break off dialogue with Vietnam. We ask you not to confuse dialogue with silence, partnership with complacency. France can cooperate with Vietnam without renouncing its principles. It can defend its interests without sacrificing its values. It can welcome its leader while reminding him that human rights are universal and do not stop at borders.

We love Vietnam and we are deeply grateful to France for welcoming those who had lost everything and for allowing us to live free. It is precisely because we belong to these two histories that we have the responsibility to speak out today.

We solemnly ask you, on the occasion of this visit, to make France's voice heard in favor of freedom, democracy, the rule of law and human rights in Vietnam. Because fundamental rights are neither Western nor Eastern. They are universal.

Please accept, Mr. President of the Republic, the expression of our respectful consideration.
