    Thư gửi Phó Tổng Thống Kamala Harris về các nhà báo của Hội NBĐLVN đang bị giam cầm

    Kính gửi bà Phó Tổng Thống,

    Chúng tôi là Lê Hoài Tâm, Nguyễn Thị Trình, Nguyễn Gia Quốc và Ngô Thái Văn – những công dân Mỹ gốc Việt sống tại các tiểu bang California, Maryland và Minnesota.

    Chúng tôi viết thư này để chào mừng và ủng hộ chuyến thăm của bà tới quê hương Việt Nam của chúng tôi.

    Lý do chúng tôi chào mừng và ủng hộ là chính quyền của bà và ngài Biden đã làm mọi cách để nước Mỹ luôn giữ vai trò lãnh đạo và làm gương cho các nước khác. Vì vậy mặc dù tình hình nhân quyền và chính trị ở Việt Nam còn rất nhiều điều cần phải cải thiện nhưng Hoa Kỳ vẫn tạo những cơ hội mới cho Việt Nam nhận thức và thay đổi trong tương lai.

    Thưa bà, cũng với mục đích làm cho Việt Nam ngày càng gần gũi hơn với thế giới tiến bộ, năm 2014, một nhóm người Việt chúng tôi ở trong và ngoài nước đã thành lập Hội Nhà Báo Độc Lập Việt Nam (HNBĐL) . Chúng tôi kỳ vọng dùng quyền tự do ngôn luận, quyền tự do bày tỏ quan điểm ôn hoà để đưa tiếng nói của người dân tới chính quyền và chung tay với họ trong việc tìm giải pháp cho các vấn đề tồn tại trong xã hội Việt Nam. Với mục tiêu tôn chỉ đó, chỉ sau 7 năm hoạt động, HNBĐL chúng tôi đã được đông đảo người dân Việt Nam bày tỏ sự mến mộ qua số lượng độc giả rất lớn của tờ báo của Hội; các tổ chức bảo vệ nhân quyền như Freedom House, Reporters Without Borders, Committee to Protect Journalists, Civil Rights Defenders, BPSOS, Veto, v.v. đặt quan hệ, cổ xuý và ghi nhận những đóng góp của chúng tôi.

    Tiếc thay, nhà nước Việt Nam vẫn cho rằng các hoạt động của chúng tôi mang tính tìm kiếm quyền lực chính trị nên vào ngày 21 tháng 11 năm 2019 họ đã  bắt giam và bỏ tù các thành viên trong nước gồm ông Phạm Chí Dũng với mức án 15 năm tù giam về tội Tuyên truyền chống nhà nước Việt Nam, ông Nguyễn Tường Thuỵ và ông Lê Hữu Minh Tuấn với mức án 11 năm tù giam cho mỗi người cũng với tội danh tương tự.

    Hiện nay, ông Dũng và ông Thuỵ đang trong quá trình thi hành án. Ông Tuấn vẫn  đang trong quá trình kháng án.

    Trong 3 người kể trên, chúng tôi đặc biệt lo ngại về tình trạng sức khoẻ của ông Nguyễn Tường Thuỵ. Ông ấy năm nay đã 71 tuổi và mắc khá nhiều bệnh của người cao tuổi như huyết áp, tim mạch, và xương khớp. Trong điều kiện giam giữ còn rất hạn chế của Việt Nam sức khoẻ của ông Thuỵ ngày một xấu đi. Ông ấy đang bị ghẻ, mất ngủ, suy nhược cơ thể và thường xuyên cần tù nhân khác trợ giúp trong sinh hoạt cá nhân hằng ngày.

    Ông Thuỵ đang được giam giữ tại trại giam An Phước, tỉnh Bình Phước do Bộ Công an Việt Nam quản lý.

    Một trường hợp cần được lưu tâm nữa là ông Lê Hữu Minh Tuấn. Ông ấy đang bị giam trong khi chờ phiên xử phúc thẩm, tại Trại Phan Đăng Lưu kể từ khi bị bắt, trong điều kiện rất khắc nghiệt. Ông hiện bị biệt giam và không được ra ngoài trời. Hơn nữa, tình hình dịch Covid trong trại giam này rất trầm trọng. Gia đình đã từ lâu không nhận được tin tức về ông.

    Mặc dù rất bất bình với bản án oan sai của nhà nước Việt Nam đối với các thành viên HNBĐL, trong khả năng hạn chế của mình, chúng tôi cố tìm những giải pháp ôn hoà. Cụ thể, chúng tôi tìm mọi cách để vận động nhà nước Việt Nam phóng thích nhân đạo ba cá nhân kể trên, cho phép họ rời khỏi Việt Nam đến một quốc gia khác. Đặc biệt, việc phóng thích và cho ra nước ngoài có thể giúp ông Thuỵ  điều trị bệnh theo các quy định của luật hiện hành.

    Vì vậy, chúng tôi đề nghị bà hỗ trợ chúng tôi. Nhân chuyến thăm này chúng tôi mong bà nêu các vấn đề và giải pháp do chúng tôi đề xuất với chính quyền Việt Nam về trường hợp của ba tù nhân kể trên.

    Chúng tôi chúc bà có một chuyến đi thành công, thúc đẩy mối quan hệ giữa hai nước phát triển hơn nữa.

    Chúng tôi xin được làm phiền bà trong các thư tiếp theo.

    Re: Your support for the humanitarian release of the three imprisoned members of Independent Journalists Association of Vietnam

    Dear Mrs. Vice President,

    We the undersigned, Vietnamese American citizens living in California, Maryland and Minnesota, are writing this letter to welcome and support your visit to our native land, Vietnam. We welcome and support your trip because your administration chooses to do everything possible to strengthen America’s leadership in the world and to set an example for other countries. Although there is still a lot of room for improvement for the human rights and political situation in Vietnam, the United States still creates new opportunities for Vietnam to acknowledge it and move forward in the right direction.

    Madam, with the goal of encouraging Vietnam to come closer to the democratic world, in 2014 a group of Vietnamese at home and abroad, including some of the undersigned, established the Independent Journalists Association of Vietnam. We hope to use the right to freedom of speech and the right to peacefully express opinions to bring the voices of Vietnamese people to the government and join hands with them in finding solutions to existing problems in Vietnam society. With that goal in mind, after only 7 years in operation, our organization was sympathized and supported by a large number of Vietnamese people, as indicated by a large readership of our published journalistic works; by human rights organizations such as Freedom House, Reporters Without Borders, Committee to Protect Journalists, Civil Rights Defenders, BPSOS, Veto, etc. in establishing relations with us, commending us and acknowledging our contributions.

    Unfortunately, the Vietnam government considered our activities as political power-seeking. As a result, on November 21, 2019 they issued several resolutions to criminalize our activities; then arrested and later imposed severe sentences on our members in Vietnam, Mr. Pham Chi Dung, 15 years in prison for the crime of propaganda against the state of Vietnam, Mr. Nguyen Tuong Thuy and Mr. Le Huu Minh Tuan, 11 years for each of them for the same crime.

    Currently, 2 of these 3 members of our team, Mr. Dung and Mr. Thuy, are serving their prison sentences. Mr. Tuan is appealing his case.

    Among the three, we are especially concerned about Mr. Thuy’s health condition. Mr. Thuy is now 71 years old. He suffered from many underlying diseases of the elderly such as hypertension, heart disease, and osteoarthritis. In the very poor condition of Vietnam’s prison, his health has deteriorated day by day. He was suffering from scabies, insomnia, physical weakness which often needed help from other inmates in his daily activities. Mr. Thuy is being detained in An Phuoc Prison, Binh Phuoc Province under management of the Ministry of Public Security of Vietnam.

    We are also concerned about Mr. Tuan who has been detained since arrested at Phan Dang Luu Prison whose condition is harsh. He is currently held in solitary and not allowed to spend time out of his cell. Furthermore, Covid infection in this prison is rampant and his family has not heard about him for a long time.

    Although we strongly disagree with these unjust sentences, with our limited ability we always seek peaceful solutions. Specifically, we advocate for the release of our three imprisoned members – Mr. Pham Chi Dung, Mr. Nguyen Tuong Thuy, and Mr. Le Huu Minh Tuan under humanitarian reason. We urge Vietnam government to release them and allow them to resettle in a free country. Particularly, the resettlement in a western country would allow Mr. Thuy to seek medical treatment. It is noted that release of a prisoner with poor health condition for medical treatment is allowed under Vietnam’s law.

    Therefore, we would like to ask your support of our recommendation. On this visit, we hope that you will raise the issue and our proposed solution to Vietnam government regarding the case of our three imprisoned members as mentioned above.

    We wish that you would reap a lot of achievements in this trip.

    We would like to ask your permission to allow us to write you in the future if needs related to this issue arise.
