    New U.S Health Partnership with Vietnam Under the Trump Administration’s America First Global Health Strategy

    On September 11, the United States and Vietnam signed a five-year bilateral Health Cooperation Memorandum of Understanding (MOU) under the Trump Administration’s America First Global Health Strategy (AFGHS), advancing our new model of co-investment in global health.

    Through this MOU, the Department of State, working with Congress, plans to provide $98,750,000 in life-saving global health assistance over the next five years, including $21,385,000 in dedicated Global Health Security funding, to support Vietnam’s transition to full country ownership of its HIV/AIDS and tuberculosis programs while strengthening its capacity to detect and respond to emerging and re-emerging infectious disease threats. Vietnam is well-positioned to assume this responsibility and concurrent to this MOU, their annual health expenditure is projected to grow by approximately $10.5 billion over the five-year MOU period, from $23.3 billion to $33.8 billion. This five-year partnership ensures that the gains achieved through more than two decades of U.S. support are preserved, owned, and sustained by Vietnam’s own health institutions.

    As Vietnam charts a new path for its health care system, this partnership is expected to deliver measurable results over the next five years. HIV and TB programming will fully transition to Vietnamese ownership within that period. Vietnam will move closer to its HIV epidemic-control targets through expanded prevention, case finding, and treatment, backed by greater domestic ownership and sustainability. Earlier detection and treatment of tuberculosis will reduce transmission, morbidity, and mortality, while lowering the risk of drug-resistant TB reaching the United States.

    This new five-year phase of U.S.–Vietnam health cooperation builds on the strong foundation of our Comprehensive Strategic Partnership, complementing our robust ties in trade, security, and innovation. The America First Global Health Strategy reflects the Trump Administration’s commitment to protecting Americans from infectious disease threats, ending cycles of dependency, and building durable, country-led health systems around the world.

    America First Global Health Strategy Memoranda of Understanding (MOUs) signed so far represent more than $24.7 billion in new health funding, including more than $14.6 billion in U.S. assistance alongside more than $10.1 billion in co-investment from recipient countries, building on decades of progress fighting HIV/AIDS, malaria, tuberculosis, and other infectious diseases around the world. As of September 11, the State Department has signed 35 bilateral global health MOUs with Angola, Bolivia, Botswana, Burkina Faso, Burundi, Cambodia, Cameroon, Côte d’Ivoire, the Democratic Republic of the Congo, the Dominican Republic, El Salvador, Eswatini, Ethiopia, Guatemala, Guinea, Honduras, Kenya, Lesotho, Liberia, Madagascar, Malawi, Mozambique, Niger, Nigeria, Panama, Papua New Guinea, the Philippines, Rwanda, Senegal, Sierra Leone, South Sudan, Tajikistan, Tanzania, Uganda, and Vietnam.

    Vào ngày 11 tháng 9, Hoa Kỳ và Việt Nam đã ký Biên bản ghi nhớ hợp tác y tế song phương kéo dài 5 năm (MOU) theo Chiến lược Y tế Toàn cầu Mỹ - ưu tiên hàng đầu của chính quyền Trump (AFGHS), thúc đẩy mô hình hợp tác mới của chúng ta vào y tế toàn cầu.

    Thông qua Biên bản ghi nhớ này, Bộ Ngoại giao, phối hợp với Quốc hội, có kế hoạch cung cấp 98.750.000 USD viện trợ y tế toàn cầu cứu sống trong 5 năm tới, trong đó có 21.385.000 USD tài trợ chuyên dụng cho An ninh Y tế Toàn cầu, để hỗ trợ quá trình chuyển đổi của Việt Nam sang quyền sở hữu toàn quốc đối với các chương trình HIV/AIDS và lao, đồng thời tăng cường năng lực phát hiện và ứng phó với các mối đe dọa bệnh truyền nhiễm mới nổi và tái nổi. Việt Nam có vị thế thuận lợi để đảm nhận trách nhiệm này và đồng thời với Biên bản ghi nhớ này, chi tiêu y tế hàng năm của họ dự kiến sẽ tăng khoảng 10,5 tỷ USD trong giai đoạn 5 năm của Biên bản ghi nhớ, từ 23,3 tỷ USD lên 33,8 tỷ USD. Quan hệ đối tác kéo dài 5 năm này đảm bảo rằng những thành quả đạt được sau hơn 2 thập kỷ hỗ trợ của Hoa Kỳ sẽ được bảo tồn, sở hữu và duy trì bởi các cơ sở y tế của Việt Nam.

    Khi Việt Nam vạch ra một lộ trình mới cho hệ thống chăm sóc sức khỏe của mình, sự hợp tác này dự kiến sẽ mang lại những kết quả có thể đo lường được trong vòng năm năm tới. Chương trình phòng chống HIV và lao sẽ hoàn toàn chuyển sang quyền sở hữu của Việt Nam trong giai đoạn này. Việt Nam sẽ tiến gần hơn tới các mục tiêu kiểm soát dịch HIV thông qua việc mở rộng công tác phòng chống, phát hiện ca bệnh và điều trị, được hỗ trợ bởi sự gia tăng quyền sở hữu và bền vững trong nước. Việc phát hiện và điều trị sớm bệnh lao sẽ làm giảm sự lây truyền, tỷ lệ mắc bệnh và tử vong, đồng thời giảm nguy cơ lao kháng thuốc lan đến Hoa Kỳ.

    Giai đoạn hợp tác y tế kéo dài 5 năm giữa Hoa Kỳ và Việt Nam được xây dựng trên nền tảng vững chắc của Quan hệ Đối tác Chiến lược Toàn diện, bổ sung cho mối quan hệ bền chặt của chúng ta trong thương mại, an ninh và đổi mới. Chiến lược Y tế Toàn cầu America First phản ánh cam kết của Chính quyền Trump trong việc bảo vệ người Mỹ khỏi các mối đe dọa từ bệnh truyền nhiễm, chấm dứt các chu kỳ phụ thuộc và xây dựng các hệ thống y tế bền vững, do quốc gia dẫn đầu trên toàn thế giới.

    Các Biên bản ghi nhớ về Chiến lược Y tế Toàn cầu của America First (MOU) đã ký kết cho đến nay đại diện cho hơn 24,7 tỷ đô la tài trợ y tế mới, bao gồm hơn 14,6 tỷ đô la hỗ trợ từ Hoa Kỳ cùng với hơn 10,1 tỷ đô la đầu tư chung từ các nước nhận viện trợ, dựa trên nhiều thập kỷ tiến bộ trong việc chống lại HIV/AIDS, sốt rét, lao và các bệnh truyền nhiễm khác trên toàn thế giới. Tính đến ngày 11 tháng 9, Bộ Ngoại giao đã ký 35 Biên bản ghi nhớ y tế toàn cầu song phương với Angola, Bolivia, Botswana, Burkina Faso, Burundi, Campuchia, Cameroon, Côte d’Ivoire, Cộng hòa Dân chủ Congo, Cộng hòa Dominica, El Salvador, Eswatini, Ethiopia, Guatemala, Guinea, Honduras, Kenya, Lesotho, Liberia, Madagascar, Malawi, Mozambique, Niger, Nigeria, Panama, Papua New Guinea, Philippines, Rwanda, Senegal, Sierra Leone, Nam Sudan, Tajikistan, Tanzania, Uganda, và Việt Nam.
